In the Runbook domain, the List Tasks screen will always present the complete suite of tasks: where and when a user has the correct permissions to activate tasks, the Activate button will appear. 

Tasks become available when all Predecessor Tasks have been completed and when the explicit start time has been reached. If a task does not have either of the above then as soon as the Runbook has been activated the tasks will become available for activation.
