To identify whether a User has User Manager Access, or Admin Authorisation, navigate to the List Users screen by selecting User domain from the left hand side menu of the application.

Review the User Manager column. Those Users with "Y" against their names within that column have User Manager Access (and those with "N" against their name, do not).  

In the Authorisation column all Users with Administrator level can also create, update and delete Users.
