A Passive User is a User who can be referred to within ICEFLO but cannot log into ICEFLO and interact with the application.  A Passive User can not be authorised with Incident Manager, Event Manager or User Manager Status.  

A Passive User is a useful feature because it allows a User to be added as a Team Member in a Runbook. The Passive User can be included to receive regular Communications or Escalation Communications by email, SMS or both.
